Akio, I have seen simulations work in a few ways. First, there is an organization in Latin America called Tantum that runs simulation workshops with the Balanced Scorecard. These workshops have a public and private sector simulation exercise that is great, but not custom to your organization. I have also seen organizations use many different types of BSC reporting software to simulate what will happen in future periods. At the simple level, they can show how rolling up data can affect an overall outcome. At the more complex level, you would have to know the correlation between your measures in order to create a more comprehensive simulation.
